State universities have to take the approval of the Acharya and the Governor for any financial expenditure. Raj Bhavan has issued guidelines in this regard. This letter was given in complete darkness. Education Minister Bratya Basu said that he got to know from the vice-chancellors.
The letter about which there is so much controversy has no legal validity. The education minister himself is demanding. He is also demanding to withdraw. Not only that, he is directly contradicting the governor by talking about good relations. Even talking about the old governors, they are mocking the present one.
